Working with outsourcers in Costa Rica – Pluses
If you are thinking about outsourcing, but do not want to outsource many time zones away, you should seriously consider Costa Rica. It is a beautiful country. Everyone is friendly. Almost everyone can speak English. Costa Rica is serious about being a leader in high technology.
The $3 billion Proctor & Gamble outsourcing contract, won by Hewlett Packard 2003, has a Costa Rican segment. This has elevated Costa Rica’s IT role. The Central American country is seen as the center of new alliances amongst Central American and Caribbean countries.
There is good experience with standard web and desktop application technologies, especially .NET, Java and Oracle.
Working with outsourcers in Costa Rica - Minuses
The savings may not be as great when outsourcing to Costa Rica as in other, more distant locations. You will have to balance your need for programming resources in a nearby time zone with the overall cost of your outsourcing.
On the negative side, officials from Costa Rica’s telecommunications monopoly, ICE, have become alarmed at the siphoning off of revenues by VoIP telephoning and have vowed to address the problem.
Experience with open-source technologies, like LAMP, exist but is limited. You are more likely to find experience with programming languages and tools that have enjoyed commercial success in Costa Rica rather than those that have earned the admiration of the international open-source community as a whole.
