The Romanian domestic economy is one of the largest and fastest growing in Europe. Romania is the fifth largest country in Europe with over 22 million people.  However, the country has relatively low income levels and costs.

It is hard to find a reason not to go to Romania for outsourcing development. Romania has a highly skilled and creative workforce focused on creating custom software. There is more experience with standard technology platforms like .NET and LAMP. If you are creating a sophisticated Java application or one in C++, make sure your potential Romanian vendor has the level of experience you need.

Only a requirement for a significant amount of travel or the desire for more overlap with your workday in the U.S. should keep you from considering Romania as your outsourcing destination.

The Romanian government recognizes the need to improve rural broadband access (where Romania is getting help from the World Bank).  It needs to improve its level of process maturity through CMMI, and to introduce more entrepreneurial and project management classes into the university curriculum. Programs are underway in all of these areas. Romania was admitted to the EU in 2007.
